SSI vs. SSDI: Which Program Fits Your Situation?

The two main Social Security disability programs serve different populations. SSDI is tied to your work history: to qualify, you must have accumulated enough Social Security work credits through past employment. SSI, by contrast, is need-based. The Social Security Administration (SSA) evaluates your income, assets, and disability or age status rather than your employment record.

To qualify for SSI, you must be 65 or older, blind, or have a qualifying disability at any age, and your countable resources can’t exceed $2,000 as an individual or $3,000 as a couple. Some assets, including your primary home, are evaluated separately and don’t automatically disqualify you. If you have some work history and limited resources, you may qualify for both SSI and SSDI at the same time. SSI approval in Iowa also typically opens the door to Medicaid coverage. SSI Eligibility Criteria for Iowa Residents

The SSA evaluates SSI eligibility based on income, resources, and living arrangements. Not all income counts toward the eligibility threshold. Certain income types are excluded under SSA rules, which can meaningfully affect where an applicant lands relative to the limit. Identifying those exclusions accurately is part of building a strong application, and we help clients present their full financial picture in the terms the SSA requires.

Iowa residents who qualify for federal SSI may also be eligible for the Iowa State Supplementary Assistance program, a fully state-funded supplement administered through Iowa Health and Human Services. This program addresses special needs of aged, blind, and disabled Iowans that the standard federal SSI payment doesn’t cover. It covers six categories:

To qualify, an applicant must meet Iowa residency and disability standards, receive SSI or qualify except for excess income, and hold countable resources of $2,000 or less (single) or $3,000 or less (married couple).

The SSI Application & Appeals Process in Iowa

The SSA denies approximately 70 percent of initial disability claims. Many of those denials stem from incomplete documentation or unmet technical requirements, not from the absence of a qualifying disability. Understanding why a claim was denied is the first step toward an appeal.

Initial Application

We walk first-time filers through what the SSA will look for: medical evidence, objective clinical findings, treating physician records, and documented functional limitations. Incomplete paperwork and gaps in medical documentation are among the most common reasons initial applications fail. We work to close those gaps before the application is submitted.

Request for Reconsideration

If the SSA denies an initial claim, the first appeal is a Request for Reconsideration, in which the SSA reviews the claim again, typically with a different examiner. This stage requires a clear, documented response to the denial reasoning.

ALJ Hearing

If reconsideration is denied, the next step is requesting a hearing before an Administrative Law Judge. That request must generally be filed within 60 days of receiving the denial notice. ALJ hearings involve sworn testimony and often include medical or vocational expert witnesses. Attorney representation at this stage is particularly important because how evidence is presented and how witness testimony is addressed can affect the record developed for the hearing.

Denial reasons fall into two categories: medical denials, where the SSA concluded the disability wasn’t proven, and non-medical denials, where a financial or legal requirement wasn’t met.
